Well for one you cant use them to trim the leaves off diseases trees...which is just stupid. Secondly I've used them while picking herbs and not used them when picking herbs and to be honest I think Jagex just lowered the yield for normal farming and made it what it normally used to be when you are wielding the secateurs...The second is of course speculation but its still stupid you cant use them to fix diseases trees.

perhaps when the 2nd part is over, the yields will return to normal? and the nthe secatures actually will increase upon the original yields.

Id be happy if they just made them WORK to trim diseases leaves :P
