Picking flax at Lleyta is the fastest in the game. If you push yourself you can pick 2k per hour there.

 

Closest spinning wheel to a bank is either Seers or Lumbridge after you start Recipe for Disaster. The one in Lumbridge is 1 door and 2 ladders, Seers is only 1 door and 1 ladders but the walk is a bit longer. I haven't timed them personally but some of my friends say they're equally fast.

I have timed and lumbridge is faster by about 2-5 seconds per trip making a ok to large difference after making 1k bow string or more

my advice is pick flax in seers and bank until you have all teh flax you need. then once you have all your flax go spin it upstairs of the house north of the yew trees.
