Cave Crawlers are good since they can sometimes drop 3 herbs in one drop. But their poison can do 8 damage.

farm them yourself while doing slayer tasks

basically any monster in lumbrige swamp will drop low lvl herbs, with a few higher mixed in aswell, good place to start off herblore, lots of gwams
