I've gotten that random about 6 times (not exaggerating) in the past 3 hours I've played . . . And I don't tele an abnormally lot of times, just usually between Ardy and Varrock for mining/smithing. Most lost and founds, but also 2 times Evil Bob in a row (irritating!), several old men and 2 times Drill Demon. With other teles i dont think there is an increase.
