My friend told me you don't need 40 woodcut and 40 crafting to complete the quest because you can kill someone for the item. Is this true?

I am not totally sure if you actually need to have those skills for the lyre to drop, but, although i have the skills (just didnt bother), i killed some fremmy guys for the lyre. i think i got mine after 6 kills.
