that would be YELLOW cape you are thinking about

 

 

 

The reason, as far as i know about the Gloves, but not gold boots, is that Jagex made a mistake that they allowed the colored gloves to be on free (they didnt intend that at all), but they never corrected it, and left it as it is. So you can wear coloured gloves, but not color boots.
