They aren't faking highscores. It's obviously just an error when the values for the highscores are copied between tables in the database. Basically all exp values are stored in a database that is updated every so often by the game. As you have probably noticed, the high scores are updated far less often. So obviously what happens is the high scores are copied from the actual exp tables in the database, and because there are millions of values being copied, you can expect SOME to mess up. Also .. high-scores are automatically updated when you log out, so any xp. you gained in your last RS session shows. Try it. Go gain 10 xp, then re-check yourself on the high scores. There goes that theory, anyway. Oh yeah. That's right.
