It is basically concentrated moonshine, ethanol is the alcohol in alcoholic drinks. It isn't a fossil fuel, but when it burns it still is converted into carbon dioxide as is petrol/gasoline. The conversion is to make up less dependent on Foreign sources of oil, not to reduce pollution. Although while you grow the corn it will use up some carbon dioxide from the atmosphere, so there may be little net increase of pollution in the cycle.
