Well im hearing all different stories about it.... someone thats knows whats up please help me

 

 

 

1. Heard it lowers the attacked defence by 51.

 

2. Heard it lowers what ever you hit... But does that mean if u hit 10, 10, 10 ... it lowers 30? or is it just one time deal.

 

3.Does it lower it 51 by only the special..... and no special it lowers it by what u hit?

Both only lower stats by what you hit. I don't know about the other stuff you're talking about but Runescape Knowledge Database says it lowers by what you hit, which is like the Seercull and its ability to lower mage. It also says you have a better chance of hitting an unsuspecting target.
