Does anything return run energy? I thought once that drinking did but since I returned to this game, drinking beer does diddly.

I am certain the Rapid Restore prayer restores run energy at twice the normal rate. Try it and see.

Isn't that only for you're lvl's? I think it is.

Rapid Restore restores everything exept Prayer and Hit Points. I am not sure if it makes a skull go away faster though, I will need to try it and see.

rapid restore is so slow that if you wanted to use it to restore energy you could crawl to your destination before it got up enough to make a difference :)

Or he could just train at a place with a church (e.g. yews next to the church in varrock)

I found Rapid Restore good for prolonging my Energy when I was fishing Lobsters on Karamja. I would fish the Lobsters and teleport to Falador, then run back to Port Sarim. I would be able to do this a few times before praying at the Church near Port Sarim. This was the most efficient way I found to get Lobsters.
