Whats the point of doing cosimcs?? Laws give more xp. Besides that, not every one has lost city quest done, and still has the staff. Also, Who really needs cosimcs?

Whats the point of doing cosimcs?? Laws give more xp. Besides that, not every one has lost city quest done, and still has the staff. Also, Who really needs cosimcs?
Maybe he doesn't have the level to make laws. Most people do. People doing mage training arena.
