You get CS:S free when you buy the Half-Life 2 DVD. Or you could download Steam and pay for CS:S by itself online.

The only other program you'll need is Steam, which is basically just the launcher-client-thingy for all of Valve's games. They accept Euro's and pounds and simoleans just like american dollars, and you will get CS:S only with particular packages with HL2, so make sure you read up on what package your buying before you get clickyclicky crazy.
