Banking, varrock SW or SE mines.

 

 

 

Not banking, scorpion pit has 3 iron rocks and you don't have to move at all, just spin around.

The scorpion pit is the al karid mine i believe. You could also try out the hobgoblin mine in the wilderness, theres hardly anyone there but you run the risk of being attacked so just take your pick.
