Its just something that happens sometimes when the area around you is extremely crowded.

 

You then hold your staff at waist level, horizontally. Is that what you mean?

A friend asked Jagex about this recently. To cut down on memory use, your Staff is held differently and your legs closed when there is a lot of people around, such as in World 1 or 2.
