so how do i hold my staff so its pointing forward

Its just something that happens sometimes when the area around you is extremely crowded.

 

You then hold your staff at waist level, horizontally. Is that what you mean?

yes , so do i just go to a crowded place?

yes, such as world 1, 2, etc.

 

It will not happen all of them times but it should.

A friend asked Jagex about this recently. To cut down on memory use, your Staff is held differently and your legs closed when there is a lot of people around, such as in World 1 or 2.
