how do i do that i have been told that there is a button but i dont see one anywhere.. please help? ::'

On the Runescape main page, there is a section in the left column entitled "Knowledge Base". Click on "Customer Support" with the hand-icon.

 

 

 

On the bottom of that page is an option to submit a game-related query. If your question regards billing, simply go further into the knowledge base with sections pertaining to billing.
