Why can't i hit monkeys?

I need to kill a money for the "rag and bone man" quest, but whenever i attack a monkey, its runs away and says "oor oor oor ah", or something, and "i won't tell", and "joooogre bones".

 

If anyone knows what is causing this, please post here. I can't finish the quest if i don't get that monkey paw.
