how could i get in slayers tower... without agility or doing devious minds?!

You must have done priest in peril to get to canafis. If you have, then you can go through the same tunnel you went through in the quest. Other options include fairy rings, the canafis tele using ancient mage, or a POH portal. If you haven't done Priest In Peril, though, there is no way to get to the slayer tower.
