Are the four elemental talisman, air water fire and earth? Where can I get these?

i think wizards and the guards around fally drop at least some of them

the wizards north of port sarim drop the talismans of thier element fairly often

yes, and wizards at the wizards tower, guards, dwarves etc will dorp tali's

Fire:Wizards, Skeletons and Dark Wizards

 

Earth:Men, Women, Wizards, Dark Wizards, Al Kharid Warriors, Rogues, Lesser Demons and Greater Demons

Air is given to you by the guy in the quest. The other three are drops for rather low level monters.
