for four months now i have had a level 3 scroll in my bank as i tried to level my skills to do underground pass as the first clue is a location in the elf land and i need underground pass to get in..

 

 

 

well i have not been playing to much..medical problems..lately and my question is i was told a long time ago that if you drop a clue scroll it will be a long time before you get another one...is this true?? if it is i will just have to keep going ...all i need i 5 more levels in agility to 50

I always drop lvl 1 clues and never have a problem getting others(2's and 3's)

Actually, you could potentially get another clue right after the old one dissappears. Dropped items dissappear after two minutes, so the time frame of you getting another clue would be somewhere between 2 minutes and however long you play RS for, since clues are dropped entirely random.
