I was trying to get over there to the agi course (finally got lvl 48 agi) but for some reason it kept telling me I couldnt get there. I had my greegree and m'speak amulet. Talk to the guy in the bar area of the Grand tree on the second floor (nam escapes me at the moment, something like Daero I think) He takes you to the secret hanger to fly from there.
