Crystal bow recharge

I completed the roving elves quest a long time aog and got a 2/10 crystal bow. I used it up and kept the seed in my bank. Recently I went back and talked to Islwyn and bought another for 900k. I used that up and have just gone back again and he still wants 900k for yet another bow, and using my crystal seeds with him does nothing. How do I get him to recharge it rather than just sell me a new one? I have tried all the dialogue and all the guides say to speak to him :?

Islwyn isnt the one you recharge from, that is another elf...

 

 

 

Erm, hold on, will check details since I havent done it for ages, but I *think* its close to where you start roaving elves.
