Before Jagex "improved" their site by adding the Knowledge base,

 

they used to give the specific port numbers in the Technical Help section

 

of their web site.

Ah, I finally found it here...

 

...Please ask your network administrator or ISP to open ports 43594 and 43595 (for TCP traffic, both Inbound and Outbound) ...

Never seen an inbound, never had to allow an inbound, never had a problem.

 

 

 

I'd say it DOESN'T need inbound.
