For some reason I think I heard that Varrock General Store in World 1 has a ton of them. And I don't think free gem cutting is against the rules, but don't take my word for it.

mining is i think your best bet for the gems, and if you trade the person cut ones at the same time they give you uncuts, then there is nothing wrong (so you need cut gems to start, trade them those for their uncut, and then cut them) one thing though, cutting gems isn't good crafting exp

Free gem cuttin is legal although trading cuts for uncuts is better.
