What is the herblore and farming requirement exactly for?

At what point do you gain access to Fairy Rings?

After you talk to the Co-ordinator on how to use the fairy rings. It's basically right after you start the quest if that's what your asking.

So basically I don't need the requirements at all to be able to use the Fairy Rings? That's sweet cause I'm bored of herblore lol.
