Don't worry about the level, just request it in general p2p :wink: (see sticky) The discount has to do with your smithing level. The amount you have to pay is 100% - (smithing level/2)%. I believe so, personally I've been too lazy (that's what happens when you get too rich) to find someone with the stand and repair my Barrows there. So I'm not too sure.
