you can start the quest without them, but to do the parts of the quest you need them.

50 Fletching is easy, just stick with it for a while.

 

 

 

65 smithing, you can do this at 63 or 64. If you still have a mature dwarven stout from Forgettable Tale... you can use that to raise smithing 2 levels, or a regular dwarven stout can raise you by one.

 

 

 

The alternative would be Evil Dave Stews. I don't recommend them because they can backfire, but look them up in the Kbase for more info.
