If the new capes look really, really cool and/or have really good stats, there will be a big push to get 99 skills. The more money one spends, the quicker it is to level skills. But what is the easiest skill to have 99? Probably fletch and cook. These are non cash burners. Biggest cash burners are prayer construc and smithing in my opinion.
