I just mean to use a small bit of it to do something small like a tool to search through my site. Don't worry I am in no rush, I am still working on it if you have visited it. And no you can't run PHP without a webserver unless you're running something that's console based and isn't doing any kind of html output (unless you like imagining what pages look like).
