Question about 99 hp cape.

If you have 99 hp and you wear your achievement cape, does it raise your max hp to 100? And if so, if you are at 1 hp whilst wearing the cape and you remove it, what happens to your life... does it go to 0, or does it stay at 1?

I would assume the HP raised is only your max, so only your max would drop.
