You can buy them in the fishing shop in Port Sarim, or you can kill chickens for their feathers.

You can collect them when killing chickens or buying them off players. Also if you're p2p you can buy them from shops in shilo, catherby or the fishing guild.

A fast way to get feathers is to kill chickens using range. It's a quick way to kill because you don't have to "chase" the chickens and depending on your range lvl you can get some good exp out of it. (Just be sure to use cheap arrows.)

 

 

 

 

 

 

 

The farm in lumby or the near Fallador are both good places. If you're a member the area by the Range Guild is also great.
