Besides Crandor Mossies, you can try the Crandor Lesser Demons or Stronghold Minotaurs.

 

 

 

 

 

 

 

Also, pull the monsters with a Curse and pick up your arrows.

I'd say the level 27 minotaurs, there's a good safespot there, and you not only get your arrows, but they drop them as well
