Assuming you are using XP:

 

 

 

 

 

 

 

Go to control panel > Region and Language options > Languages tab > Click the "details" button

 

 

 

 

 

 

 

If you are in the US you should see a box with "English", "keyboard" and "US" listed in it. If not, click the "add" button and select the proper english setting (US, UK and so on) that you use.

 

 

 

 

 

 

 

I'm just guessing someone or something changed your keyboard layout. If this doesn't fix it, it may be a driver or hardware issue.

It may be some cheeky bugger has changed your keys around on your keyboard, and your really actually pressing the "+" button. Its a popular practical joke at our High School.
