cut enough willows for 70 fletching and fletch but don't string them. That should get you a couple of wcing levels as well, and then you should be ready to cut yews. Cut and fletch them (with 70 fletching you can make yew longs) and either buy or make bow strings and string them. 1k yew longs selling for 550-580k

Merchanting usually works. I'm f2p and actually merchant while I cut willows. (Buy willows for cheaper amounts, sell for higher. Buy rune axes for cheaper amounts in varrock world 1 and sell for higher)
