I just realized that its been forever since I got a watchman while thieving, and when I went to look in the KB for him I found he wasn't there anymore! So, did they take him out of the game for good, or am I just not seeing him?

 

 

 

 

 

 

 

Also, he is still on the tip.it random events guide, so if he was removed he should be moved down to the "historic events" section.

They removed him yes. He's no longer in the runescape data base.
