how do you lower the size of the picture(not dimensions like 400x125) to 30kb or lower?

it IS a jpeg and it is 400x150 but its file size is 114kb lol, i dont know why though..its a photoshop one, not pixel

 

 

 

 

 

 

 

EDIT: changing the height to 100...realized 150 too big

Chose .JPG and then slide the quality until its the right size.
