You could try world 2 Fally, slightly west of the east bank... But your best shot to sell arrows would be World 1 Varrock Archery shop. Loads of nonmembers gather there to buy/sell f2p arrows.

due to flecthing being available to p2p, it might be better to sell on a f2p world. world 1 is good.
