When you post in the rants forum of runescape about the shocking customer support that Jagex has, you're thread gets locked, and are told to bring it up with customer support. So if you tell Jagex what your issue is with the message centre, they give you an automated message. I've done some of the research on this using some official government websites, and technically, if you are a paying member, you are able to report this to trading standards. It is basically like you walking into a shop with a faulty good, requesting for help but there is no one EVER to help you with it.
