um i have a question about something that i think is a bug but im not sure

 

 

 

i attacked this person and i got skulled i died then i went back and attacked him again and didn't get skulled is this a bug or not

Nope it is not a bug. If he attacked you, killed you, and you made it to a bank and went back for him within 20 minutes, then you would not get skulled.

 

 

 

 

 

 

 

If on the other hand you waited for over 20 minutes, and his skull was gone, then you would get a skull. This is very nice for killing off pesky RC pkers.
