I have completed the lunar diplomacy some time back...but do not have the spell book anymore. How would I get back to the island?

I think you can just take the same ship you took the first time back to the island.

Speak to Brundt the Chieftain to obtain the Seal of Passage. If you bank or drop the Seal you will automatically be teleported back to Relekka.

almost correct, you get telly'd back when you try to talk to any npcs on the island without the seal in inventory or being worn. You can still do other things like picking flax, fighting Suqahs, rune-crafting etc.

Thanks for the help...I am needing to get my lunar magics back so I can cure my dead herbs while lvl'ling farming.
