The Apothecary in Varrock will make you a 4 dose strength potion

 

 

 

for 5 gp if you give him 2 easily gotten ingredients.

 

 

 

 

 

 

 

Otherwise, look here to find potion makers.

 

 

 

 

 

 

 

You could also visit the Fally and Varrock bank areas on worlds 1 and 2 for sellers.
