Im at mos le harmless but i cant find the pirate who sells the navy outfits. all i found was the cutlass shop and the pirate clothes shop.

I think the naval clothes are a reward item from Trouble Brewing mini-game. You probably need the tokens from playing to purchase the rewards. Pieces of Eight, I believe they are called.

You need to do the Trouble Brewing minigame to get those rewards.

 

 

 

 

 

 

 

Also, World 104 is the "Official World" for this minigame. It'd be easier to find a group to do it here.
