Go to karamja, near the Tai Bwo Wannai area. Grab a macette and hack at the different jungles. Eventually a snake will attack you, kill it and grab the snake skin. There you go :

well i think i know the best place, right next to the truble brewing minigame, their are tons of snakes kill them then deposit in the chest when you get full, their poisonus though
