the penguins can wander around quite a bit yes as in one of the hints yesterday was in the province of misthalin - which if you have alook you can see covers draynor right across to lumbridge hence anywhere in that vicinity as described in the hint

there is one on neitznot world 2 over the 2nd rope bridge

Does anyone know if these only appear on certain worlds? have walked arounf the oracle about 10 times and cannot see any penguins hidden or otherwise
