Icu Poland doesnt border with russia to the best of my knowledge you have to go through certain baltic states to get there.

Check the maps mather with france I would be in direct contact with spain. Also I repeat unless you sent out around half of your population you would not make that much of a voting block in spain. If you were to try to annex spain... well you would not be able to support a war with your small budget.

Icu a spy project does not cost that much really... We are playing as countries with tens of billions of dollars for budgets for projects just like that. Retech while you could annex it if a European country felt like being a douche they could very easily take it away from you simply by an invasion and blocking the strait of Gibraltar.

(retech a good rule of thumb is to keep your country in one cohesive hard to separate piece and what you need to think about is: If one wanted could a european country easily take over Italy with little resistance from you? [hint the answer is yes] also why would the Itallians join the Japanese as they share almost no culture)

Germany readily accepts (I am not playing as them I am just spreading out counter espionage agents but I get your point and as of now france is not getting german counter espionage protection) as we don't need any more russian spies in europe. In retaliation to the spies that were found germany sends out spies into russia. They are starting their sweep from siberia so you have quite some time to get ready though. I also remind the English people that their protection from missiles comes from germany and if they were to start annexing several ICBM's may slip through at inopportune times. The German Secret Service is setting up a counter espionage web around germany and france.

(If it is something to do with south-east asia I can update the map simply because I know the region rather well from last hegemony)
