To answer your question, I believe a lvl 3 can do all current quests that doesn't either: 1) have combat skills requirements 2) give combat exp as a reward Here's a list of the quests I have completed: Black Knight's Fortress Cook's Assistant Demon Slayer Doric's Quest Ernest The Chicken Goblin Diplomacy The Knight's Sword Pirate's Treasure Prince Ali Rescue Romeo & Juliet Rune Mysteries Quest Sheep Shearer Shield of Arrav Biohazard Clock Tower Digsite Quest Druidic Ritual Dwarf Cannon Elemental Workshop Fishing Contest Gertrude's Cat Hazeel Cult Jungle Potion Merlin's Crystal Monk's Friend Murder Mystery Plague City Sea Slug Quest Sheep Herder Tai Bwo Wannai Trio Tribal Totem This isn't a complete list of the quests you can do. I really haven't been questing much lately, and some of the newer quests are possible to complete. Some of the harder quests, like Lost City, is also possible to do, but I haven't had the time to finish them yet.
