The guests are the gateway into the other world. It appears that they have the same problem except larger; they have 200+ guests viewing at all times.

I believe you can just join any citadel for them. You don't need to be in a clan. HYT is one that's opened up to everyone.

A shoutbox would have far too many messages posted in it to be appropriately moderated. Especially with a website that's so heavily trafficked. Even on the forums it would be difficult.
