On F2P with range level of 55 I was getting about 15k exp an hour in range experience. How is that? Should I expect more exp per hour when I get a higher lvl?

Yeah, but experience between levels increases as well. You'll hit little bubbles where your experience goes up faster but the level exp increase isn't that much compared to it.
