April 7, 200719 yr sadly this was removed, now you can only hope somebody will trade or you buy it yourself....hence the price difference in d legs and d skirt
April 7, 200719 yr Jagex unfortunately took out that extremely useful option a while back. You just need to sell your Legs/Skirt to buy the Skirt or Legs from a player. Typically Skirts and much cheaper than legs too.

April 8, 200719 yr Back in rsc there exist a smith slightly west to the varrock rune store, it was removed eventually. This is why varrock have three anvil rooms so close to each other. All I learned in life, I learned on Tip.it
