The head guy at the Observatory. You have to do the Observatory quest to get them.

That's actually not true. I have yet to do observatory quest and have done many treasure trails. All you need is a clue scroll and then go over to observatory. He will then instruct you on where to get all the items. After you get the originals you can make sextants and watches on a crafting table (level 4 i believe)

After talking to the professor at the Observatory (you'll need to talk to him, otherwise the options to ask for a sextant and watch will not be available), he'll tell you to get the sextant off Murphy (the Fishing Trawler captain) at Port Khazard. To get the watch you need to talk to Brother Kojo, who is at the Clock Tower (south of Ardougne).

 

 

 

When you have the sextant and watch, head back to the professor and he will give you the chart.
