Have you talked to JAGeX about this? Emailed to their customer support?

 

You may have been muted for some discrepencies. Check with them.

 

Or, you never know, you might have public chat off >.<

As Bubsa said. Check your public chat is turned to "On", at the bottom of the main playing window. This is a fansite forum, so there's really nothing we can do for you here. Try to contact Jagex by sending them a query. They'll take a while to respond, but will be of much more use than we can unless you give us some screenshots or more details of your problem.

REason or not, I belive you have describe dbeing muted perfectly, you can send messages but no one responds right? Either that or your chats reallyu are just turned off.

check your mail from Jagex.

Go to the main page and on the left side, way down towards the bottom, click "Appeal an Offense/Ban." Log in there and check to see if you have any offenses. If you are muted, it'll tell you there.

I'm pretty sure it looks like you're muted. You can either appeal it, or you could also go into your RuneScape Inbox, and check your messages from JaGex. They'll usually send a message to you when you get an offense.

sometimes this situation also happens to me.

 

It's one conflict with my anti-spyware.

 

They only thing i can do when that happens to fix it is to restart my pc.

 

 

 

I bet that in your situation it's one conflict with one program that you may have installed.
